Observation

The department reached this determination after conversations with numerous current and past staff members in which at least three staff members stated they had seen Shae Babinski roughly grab, yank, dangle and drag toddlers by their wrist or arm. At least three staff members stated they had seen Shae Babinski purposely push a toddler down to the floor or ground, or roughly into a chair. At least two staff members stated they had seen Shae Babinski smack toddlers on the arm or hand.
